Summary 0000939: Configuration name and index are not conform to ASN constrains at creation

Description When creating a new configuration, the configuration name by default has a capital letter as first character which isn't compatible to ASN constrains that requires a lowercase character as first letter (found in pus-st222.asn). The index for newly created configuration is also set to 0 which leads to conflict to already existing enumerated with ASN constrains. If the creation of configurations could configure the name and index to be ASN compatible, it would be helpful. There is also a missing part while loading the configuration names and indexes from the asn file. The index is always 0 even if in the asn the index has another value.
